SUNY Downstate is the largest medical teaching institution in the New York State University system. Located in the Prospect/Leffers Garden section of Brooklyn, NY, SUNY Downstate is an urban campus challenged by many issues that affect academic institutions of this type: lack of space, cramped quarters, difficult service, support and access issues, parking deficiencies, and a host of other safety and logistical problems.
In early 2005, The Kimmerle Group teamed with SUNY Downstate's affiliated foundation, the Health and Science Center Foundation at Brooklyn (HSCFB), to develop a long-term strategic plan for the redevelopment of the campus. The resulting comprehensive master plan identifies and addresses several key areas of need over three phases of development, including: medical and academic practice areas, clinical lab facilities, administrative offices, conference center, medical retail users, residential apartments for graduate/resident students and structured parking.
In addition, the Kimmerle team entered into a development agreement through its affiliate, Kimmerle Downstate, LLC, to act as developer of record for all three phases of development commencing with Phase 1, a 175,000 sf medical office building with accommodations to address the needs of the proposed clinical lab and administrative office. In all, 75,000 sf of medical practice space, as well as a 45,000 sf clinical lab facility, will be relocated from SUNY Downstate's main plant to this structure during the first phase.
Through The Kimmerle Group's careful and detailed analysis of zoning standards, this structure exists as an as-of-right expansion of the SUNY Downstate campus through a Department of Buildings special permit process currently underway.
Ultimately, the campus expansion plan will address more than 500,000 sf of usable building of various types and more than 2,500 parking spaces in two multilevel parking facilities, all organized around a new landscaped campus quadrangle or commons, with direct parking and transit access. It will provide this decidedly urban academic institution with both a new and invigorating sense of place, and an oasis for campus activities.
The SUNY Downstate/HSCFB project represents a true milestone in the development of The Kimmerle Group and the integration of a variety of practice areas and interests, including urban planning, to address this institutional need. It also speaks volumes about the firm's innate ability to meet a wide range of challenges, with a broad scope of deployment to meet the overall goals of this plan.
